Our History

Horizon Healthcare Partners (HHP) was formed in 2010 by four community mental health centers to share services and build capacity. The organization recruited and shared professional staff, developed and implemented a statewide vocational project, and identified gaps in services that required them to operate as a network.

In 2013 – 2014 the members invested time and prior period income into modifying HHP to give it more contracting and integrating authority. Thanks to a Rhode Island Foundation matching grant, and extended consultation from Fios Partners, the local Board representatives from our member agencies "re-engineered" HHP.

Today

We are a non-profit, tax exempt, “atypical parent company” recognized by the State of Rhode Island Division of Behavioral Healthcare as assisting, but not replacing, regional community-governed, consumer-oriented Community Mental Health Organizations (CMHOs). HHP acts as a hub, an intermediary, a broker, and a networker on behalf of CODAC, Community Care Alliance, Newport Mental Health, Thrive Behavioral Health and Tides Family Services.

We work to improve access, customize solutions, demonstrate effectiveness, and share best practices. Our customers are businesses, health plans, state and municipal organizations, and other non-profits including their attorneys, auditors and insurance brokers.

We believe creative, community-based behavioral health collaborations reduce risk, reduce cost, and reduce the disabling effects of mental illness.
